Terms of Reference

Review of the ITU Structure (Res. 106). This group will review the functions of the three sectors and the rights and obligations of the various participants. Prepare draft text of modifications to the CS/CV, and where appropriate; implement as soon as possible changes that are within the Council's authority not requiring modification to the CS/CV or the general rules of conferences.

Improvement of the Functioning of the ITU Coordination Committee (Res. 108). This group will examine the functioning of the Coordination Committee, including the tasks of the Secretary General and the other elected officials (and report to Council including draft CS/CV texts).

Review and Consolidation of Provision Regarding Observers (Res. 109). This group will review CS/CV provisions dealing with the status of the different types of observers, including recommendations regarding the status and rights of Member States and Sector Members as observers to the Council. The WG report will be considered at Council 04, with specific recommendations to be implemented on a provisional basis regarding sector member observer status at Council meetings.

Review of the Contribution of Sector Members towards Defraying ITU Expenses (Res. 110). This group will review the contributions of Sector Members and associates towards defraying the expenses of the Union. The group will make a final report to the Council 2005, which in turn will make recommendations to the next Plenipotentiary Conference as to the contributory amount.

Terms of Reference

World Summit on Information Society (WSIS) (Dec. 8); (Res. 113). This group will participate in the preparation for and make contributions to the WSIS Prep COM regarding the ITU input to the WSIS Declaration of Principles and Plan of Action.

Terms of Reference

This group will study the ITRs and prepare recommendations as to which provisions should be terminated, or retained in ITRs or transferred to the CS/CV or proposed as recommendations.
